The Louisville District Corps of Engineers intends to modify contract number W912QR-07-C0007 with Hi-Way Paving, Inc. to add a turn around pad consisting of 7,100 square yards of runway paving at Johnstown-Cambria Airport in Johnstown, Pennsylvania. This modification is considered out of scope and will extend the original contract, which was awarded in March 2007 and expected to be completed by June 2008. The additional paving must be completed by August 2008 to meet mission training requirements, enabling the airport to serve as an alternate operating location for the 171st Air Refueling Wing’s Alert Mission. The completion of this turn around addition is critical for regional units to deploy equipment and supplies for mobilization or emergency relief operations. Modifying the existing contract with Hi-Way Paving, which is currently approximately 90% complete, is deemed advantageous to ensure coordination under a single prime contractor, minimizing safety risks, potential contract disputes between multiple contractors, and to provide seamless warranty support and turnover. This sole source intent aligns with FAR 6.302-1 for Other Than Full & Open Competition, reflecting the government’s determination to proceed without a competitive process. The notice serves as information rather than a solicitation, and any inquiries may be directed via fax to the specified contact.

Full Description

This is a notice of sole source intent by the Louisville District Corps of Engineers, to modify contract no. W912QR-07-C0007 with Hi-Way Paving, Inc. for Airfield Runway Upgrade at Johnstown-Cambria Airport, Johnstown, Pennsylvania. This proposed contract modification is an out of scope modification to Hi-Way Pavings contract that was awarded in March 2007 with expected completion of June 2008. The turn around addition (7,100 square yards of runway paving) must be completed by August 2008 to meet mission training requirements. The turn around pad for the 171st ARW (Air Refueling Wing) will allow the Johnstown Cambria County airport to be an alternate operating location (AOL) for the 171st ARW Alert Mission. Units located within the vicinity will not be able to air deploy unit equipment and supplies for mobilization and/or emergency relief operations until the turn around addition is completed. It is in the best interest of the government to modify Hi-Way Pavings on-going contract (90% complete), so that the turnaround addition may be fully coordinated by the prime on-site general contractor to avoid safety issues, possible contract claims from two contractors, warranty support and turn over delays. This announcement is in accordance with FAR 6.302-1, for Other Than Full & Open Competition. This notice is not a request for offers. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Written inquiries or comments regarding this announcement may be faxed to +1 (555) 000-0000, attn: Jennifer Anderson. See note: 22.
