Full Description

Scope: The Peninsula Corridor Joint Powers Board “District”, anticipates releasing a Request for Proposals (RFP) in June 2026 for this Project. The JPB is seeking On-Call Rail Safety and Quality Support Services (Services) to strengthen Caltrain’s Safety, Security and Quality programs. These services will assist Caltrain in maintaining a safe and compliant railroad operating and infrastructure environment for employees, contractors, and the public, while strengthening Caltrain’s Safety, Security and Quality programs. Services are expected to include support for the development and update of safety programs, including the System Safety Program Plan (SSPP) and Passenger Train Emergency Preparedness Plan (PTEP), Quality Management Program (QMP) as well as support for special projects and emerging agency priorities. The Services to be provided to the Agency includes, but not limited to the following: • Providing qualified safety, security, and quality professionals for planned and unplanned activities; • Supporting compliance with FRA, FTA, TSA, and CPUC requirements; • Supporting construction safety and corridor/interface coordination; • Providing independent quality assurance oversight consistent with the Caltrain Quality Management Plan (QMP), FTA quality guidance, and ISO 9001 principles; • Providing oversight consistent with the Caltrain SSPP and applicable FRA railroad safety requirements; • Supporting special projects and other emerging agency Performing other related services as needed.
