Scope: The Peninsula Corridor Joint Powers Board (Agency) anticipates releasing a Request for Proposals (RFP) for this Project in early 2027, contingent on Federal Transit Administration (FTA) concurrence on a two-year extension of the Agency’s current Rail Operations and Maintenance (O&M) Services contract with TransitAmerica Services, Inc. (TASI), which is set to expire on June 30, 2027.
Like many transit agencies throughout the country, Caltrain is experiencing significant financial uncertainty due to changes to ridership patterns and higher costs, among other factors. The Bay Area region is actively pursuing solutions to address the current challenges. Specifically, the railroad's long-term future depends significantly on the outcome of a November 2026 regional transportation funding measure authorized by California Senate No. Bill 63.
• If the measure passes: Caltrain will be fully funded for 14 years, giving proposers the information necessary to submit strong, competitive proposals. • If the measure fails: Caltrain will need to implement significant service cuts and issue a scaled down RFP that reflects what can be afforded.
Given Caltrain's financial uncertainty - including an average $75 million annual operating deficit absent additional dedicated funding for the railroad - we are adjusting the timeline for our next O&M RFP. To bridge this gap, Caltrain plans to extend its current TASI contract by an additional two years, subject to Board approval, and FTA concurrence. This ensures service continuity, provides greater clarity to proposers, and positions Caltrain for a stronger, more competitive procurement process.
The procurement process is planned to restart in early 2027 for a transition to a new contract by July 1, 2029.
