The Naval Sea Systems Command plans to issue a solicitation in the second quarter of 2005 for the System Development and Demonstration phase, including a Low Rate Initial Production option, of a precision-guided, extended-range munition designed for the Navy’s 5 inch MK 34 Gun Weapon System. The projectile must meet strict physical and performance requirements, including being no longer than 61 inches, weighing no more than 110 pounds, and incorporating GPS/INS guidance. It is intended to be effective against a range of targets such as trucks, personnel, SAM radar, and artillery. Key performance thresholds include a delivery accuracy of 20 meters Circular Error Probable under both jamming and non-jamming environments, a minimum firing rate of five rounds per minute, a minimum range of 15 nautical miles, a maximum range of at least 41 nautical miles, and a time of flight not exceeding five minutes at maximum range. While the Navy has not finalized evaluation criteria, they are considering factors such as the ability to achieve key performance parameters, development costs and schedule risks, technology maturity levels assessed via Technology Readiness Level methodology, projected unit production cost, capability to meet performance within cost and schedule constraints, and the cost and feasibility of necessary modifications to related systems including gun weapons, fire control, platforms, magazines, and Naval Fires Control Systems. This notification is strictly informational, with no contract award associated with this notice.

The projectile must have a length less than or equal to 61 in., weigh less than or equal to 110 pounds, employ GPS/INS guidance, be lethal against a variety of target types including trucks, personnel, SAM Radar and artillery and meet or exceed key performance parameters. Threshold values are as follows: Delivery Accuracy - less than or equal to 20M CEP (jamming and non-jamming environment); Rate of Fire - 5 rounds per minute minimum; Minimum Range - less than or equal to 15 nmi; Maximum Range - greater than or equal to 41 nmi; Time of Flight - less than or equal to 5 minutes at 41 nmi. The Navy has not defined specific evaluation criteria. However, criteria under considera! tion include, but are not limited to, the following: ability to meet key performance parameters; development cost and schedule risk for the SDD phase, assessment of maturity using standard Technology Readiness Level methodology; projected unit production cost (UPC); ability to meet performance requirements within cost (both development and UPC) and schedule constraints; cost to modify complementary systems required to field the capability (specifically gun weapons systems, fire control systems, platform and magazine modifications, and Naval Fires Control System modifications), and feasibility of implementing product improvement initiatives.. No award will be made as a result of this notice. This synopsis is for informational purposes only.
