Sole Source Justification Puerto Rico Army National Guard programed the hiring of two state positions of Environmental Techicians to their Environmental Staff station at San Juan PRANG Headquarters, the process has being slowed due to issues like developing the positions, PR elections hiring moratorium and more recently new government reorganization. PRANG requested from EL Yunque National Forest, base on an active cooperation agreement between both agency, that we contract two environmental tech to give them support to their environmental compliance field program. Ms Veronica Francis Rodriguez and Ms Rosa I Santos Alicea were contracted to that matter and they have being performing since February 2013. PRANG still is not prepared to recruit their permanent positions and has ask for us to extend the contract services for another year to give them time to advertise, recruit and fill their field technicians. They prefer the actual contractors to avoid issues like learning curve, security clearances, field knowledge of the training camps and associated military personnel and knowledge of Forest Service and PRANG rules and regulations. Because of the sensitive and critical nature of the needed services and the fact that the proposed contractors have current skill, unique insight into the needs of the particular unit and possesses the expertise to accomplish these identified tasks, it is determined not feasible to obtain competition from another source at this time. The facts and circumstances of this requirement dictate that, under the present circumstances, it is reasonable to solicit only one source, and in the best interests of the Government to recruit the services of Ms Veronica Rodriguez and Ms Rosa Santos Alicea.
