82d Contracting Squadron located at Sheppard AFB, TX 76311, intends to award a sole source award to Monaco Enterprises, Inc.(MEI), 14820 East Sprague Avenue, Spokane Valley, Washington 99216.
This requirement is for commercial products and non-personal services to provide all personnel, labor, tools, materials, and equipment necessary to perform a technology refresh to Windows 11 for the existing Monaco Fire Alarm Reporting System at Sheppard AFB.
The Government intends to solicit and negotiate directly under the authority of 10 U.S.C. 3204(a)(1) and R-DFARS 206.103-170, as only one responsible source and no other supplies or services will satisfy Sheppard AFB requirements.
This is not a solicitation for competitive quotes; however, if any interested party can provide this service without compromising manufacturing, delivery, warranty, system integrity, or proprietary software licensing constraints, you may submit a statement of capabilities to be considered by the 82d Contracting Squadron.
A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list, and any other information furnished must be sent via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements without violating MEI's exclusive software and hardware ownership.
