SOLE SOURCE NOTICE


Department of Veteran Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government's intent to negotiate a sole source, Firm-Fixed-Price Purchase Order with only one source, Red One Medical Devices LLC, located at [Vendor Address – not provided, confirm before posting].


The procurement is for the VA Palo Alto Health Care System, Supply Chain Services (90), which is requesting to procure an Abbott ViewMate™ Multi Ultrasound System (VMM-ICE-02), ICE Integration package (2DSE-VMM), SP5-1s Phased Array Transducer, and L9-3s Linear Array Transducer, including installation and initial training, to support intracardiac ultrasound (ICE) imaging integration with the previously installed Abbott EnSite X Mapping System for use during electrophysiology diagnostic and therapeutic studies. The ViewMate™ system is a unique OEM technology required for compatibility with the existing Abbott EnSite X platform. Key features include:


  • Compatibility and integration with the installed Abbott EnSite X Mapping System
  • Manufacturer-specific ICE imaging components (VMM-ICE-02, 2DSE-VMM, SP5-1s, L9-3s)
  • Installation, configuration, and warranty service restricted to Abbott-certified clinical specialists or its authorized service partner

This action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i) and VAAR 819.7008, where only one source is reasonably available. Red One Medical Devices LLC (SDVOSB) is the confirmed Authorized Distributor of Abbott Laboratories/St. Jude Medical products and service to the Government. It is the Government's belief that the proposed contractor is the only provider capable of supplying the ViewMate™ system with all required components, compatibility, and OEM specifications necessary to meet the agency's needs.


The applicable North American Industry Classification System (NAICS) code is 334510 (1,000 employees) and the Product Service Code (PSC) is 6515.


This Notice of Intent is not a request for competitive quotes. Telephone requests will not be accepted.


However, any business that believes it can provide the required brand-name items or equal may submit a written capability statement to Janetra.Johnson@va.gov and Edward.Hunter@va.gov no later than [Date/Time – confirm response window]. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the stated requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.


THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS NOTICE.
