The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a sole source basis to Potomacwave Consulting; 1725 Duke Street #320; Alexandria, VA 22314 for a federal procurement data automated validation system and contractor responsibility assessments. The SEC has a requirement for an automated data validation system that identifies suspected or known FPDS-NG errors to ensure that the entered FPDS-NG data is valid and accurate. The system shall also automate the annual FPDS-NG Verification and Validation Review, and generate the Exhibit II required by OMB. This requirement also includes generating timely contractor responsibility assessment reports that include contractor responses to relevant representations and certifications in SAM, status of exclusions in SAM, and any applicable records in FAPIIS and FPDS-NG. The requirements within the SOW do not change due to the future FPDS-NG migration to SAM.gov. The Contracting Officer has determined that Potomacwave is the only source identified that can meet all of the SEC's requirements in accordance with FAR Part 13.501(b). The anticipated period of performance will be a base period of 24 months with three option periods of 12 months each. The SEC intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.5. Interested sources may submit a capability statement, proposal, or quotation. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposals, or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
