The U.S. Army Natick Soldier Research, Development, and Engineering Center along with the Executive Program Office Soldier is seeking novel or experimental flame retardant fibers or materials to enhance the outer shell of the Army’s currently fielded Outer Tactical Vest (OTV). The aim is to identify flame retardant solutions that are comparable in weight and specifications to the current OTV fabric while meeting or exceeding the performance requirements outlined in military specification CO/PD 00-02G, which includes IR spectral performance, visual color, and physical performance standards. Both non-woven and alternative technologies are acceptable. The government will conduct all necessary testing to evaluate material performance regarding flame retardancy, including durability, ignition time, melt, and drip characteristics. Testing results will be available only for the submitting companies’ materials. Interested manufacturers are invited to submit product information, including technical data, cost, compliance certifications, production capabilities, and any relevant environmental considerations within 30 days of the synopsis release. Sample submissions are encouraged for evaluation but will not be returned nor compensated. The collected data may inform future updates to military specifications to incorporate inherently flame retardant materials in OTV construction. Submissions must adhere to Berry Amendment Restrictions, ensuring all materials and manufacturing comply. This announcement is for market research only and not a solicitation or request for quotations. Inquiries and responses are to be directed to the designated contact at the Natick Soldier Research Center.
