THIS IS A SPECIAL NOTICE ONLY. The Department of Homeland Security (DHS), Science and Technology Directorate (S&T) has a requirement to procure, on a sole source basis, the development of a customized lot of foot-and-mouth disease (FMD) experimental vaccine. This experimental vaccine, designated "ApoVax 104-FMD," is only available from ApoVax, Inc. of 1044 East Chestnut Street, Louisville, KY 40204 and was developed under previous Contract number HSHQDC-11-C-00136. This sole source procurement is a follow-on to the previous effort. The previous Contract was awarded based on responses received under the DHS S&T Long Range Broad Agency Announcement 10-01. The goal of this Sole Source Contract is to use ApoVax's lead adjuvant technology to design a novel foot-and-mouth-disease (FMD) vaccine. The approach will use a subunit vaccine consisting of ApoVax104 and the FMD virus capsid proteins VP1, VP2, and VP3 recombinantly manufactured. In conjunction with the Plum Island Animal Disease Center, vaccine efficacy will be tested by assessing its prophylactic efficacy against the FMD in a bovine model. The Government intends to award to only one source under the authority of Federal Acquisition Regulation (FAR) 6.302-1 entitled "Only one responsible source and no other supplies or services will satisfy agency requirements." Interested sources may submit a letter via email to the Contract Specialist, identifying their interest and capabilities in response to the requirement. Responses must be received no later than the posted Response Date. A determination to compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. PLEASE BE ADVISED THAT THE INFORMATION PROVIDED IN THIS NOTICE IS SUBJECT TO CHANGE AND IS NOT BINDING ON THE GOVERNMENT.
