The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-66304-R1, pursuant to Section 1602 of the Fish and Game Code to Anna Neumann representing the Noyo Harbor District (Permittee).
The Project is limited to one encroachment for geotechnical investigations to inform the Noyo Harbor Redevelopment Project design. The work includes up to eight (8) in water borings and eight (8) onshore borings within the mooring basin. To avoid potential impacts to salmonids and green sturgeon, in-water construction shall occur within the National Oceanic and the Atmospheric Administration (NOAA) approved work window of July 15 to October 15. The project is anticipated to be completed within approximately 30 working days.
Onshore Borings
Eight (8) onshore borings will be conducted using a truck-mounted or track-mounted drill rig. Borings depths will be between 15 and 35-feet below the ground surface and will collect representative soil samples for laboratory testing. Bore holes will be backfilled with concrete, capped at the ground surface, and erosion control measures installed to minimize erosion. Material from the borings that is not collected as part of the geotechnical samples will be deposited in drums and stored at an upland site prior
to disposal at an approved facility.
In-Water Borings
Eight (8) in-water borings will be conducted by a barge-mounted drill rig and support vessels may be used to assist with barge movement and anchoring. Boring depths will be between 30 and 70-feet below the mooring basin bed. The barge will include the drill rig, a drill mud circulation system and pumps, and generators to run the pumps. Material from the borings that is not collected as part of the geotechnical samples will be deposited in drums and stored at an upland site prior to disposal at an approved facility.
