This contract pertains to the procurement of a NOZZLE, FUEL INJECTI under solicitation SPRMM126QKF45, issued by the Defense Logistics Agency (DLA) Mechanicsburg on behalf of the Department of Defense. The requirement is awarded using the Lowest Price Technically Acceptable (LPTA) method, with no certified cost or pricing data needed—instead, an informal cost breakdown suffices for pricing reasonableness. The item must conform strictly to the specified Cage Code 07482 and reference number 9016M58P27, with all parts marked according to MIL-STD-130 Rev N. Design, material, or part number changes are strictly prohibited without prior written approval from the NAVICP-MECH Contracting Officer, and any approved substitutions must include detailed documentation and be classified under one of six defined code categories specifying the nature of the change. The contractor is fully responsible for quality assurance and inspection, with records required to be maintained for 365 days after final delivery, and inspections may be conducted at the source or at the designated facility, though specific locations for inspection and final acceptance are left blank for completion. The contract mandates strict compliance with packaging standards under MIL-STD-2073 and requires electronic submission of invoices and receiving reports through the Wide Area Workflow (WAWF) system. Contractors must register for the Procurement Integrated Enterprise Environment (PIEE) and use the EDA web tool to access orders and modifications. Only authorized distributors of the original equipment manufacturer are eligible for award, and proof of authorization must be submitted with the offer. Compliance with cybersecurity requirements is enforced via CMMC Level 1 self-certification, and the Federal Acquisition Supply Chain Security Act and Security Prohibitions clauses restrict sourcing from certain entities. The contractor must also affirm annual representations and certifications under a February 2026 deviation, adhere to priority rating provisions for national defense, and follow all data distribution restrictions as defined by OPNAVINST 5510.1, including proper labeling of documents with designated distribution statements. All contractual documents are deemed issued upon electronic transmission, and the offer is valid for a period to be specified, with responses due by July 6, 2026. Contractors must provide an email for communication, and if not the manufacturer, clearly identify the OEM and its CAGE code.
