This bid solicitation is being issued to satisfy the requirement of Agriculture and Agri-Food Canada for the provision of Task and Solutions Professional Services to acquire the services of a Senior Evaluation Services Consultant. Agriculture and Agri-Food Canada’s (AAFC) Office of Audit and Evaluation (OAE) is conducting an evaluation of the Agricultural Climate Solutions (ACS) program. This evaluation is identified in OAE’s 2022-23 to 2026-27 Audit and Evaluation Plan and fulfills the requirements of the Treasury Board Policy on Results. The objective of the evaluation is to advise the Deputy Minister and provide feedback to senior management on the relevance, effectiveness, and design and delivery of ACS-LL (including the original Living Labs Initiative) and ACS-OFCAF. For the initial Living Labs Initiative (2018-2023), the evaluation will take a summative approach to include the achievement of expected outcomes. For the ACS-LL and ACS-OFCAF streams still in the early stages of Program implementation, a formative approach will be taken to identify whether the goals of the Program are likely to be fulfilled, and to identify the barriers and facilitators of implementation. The evaluation will include GBA plus considerations. Both components of the evaluation cover the period from 2017-18 to 2022-23.
