There are at least two and most likely three issues along the CEP-197 bulkhead: 1. Storm drain has collapsed and the collapse is causing degradation to the existing soils/pavements. 2. The CEP-159 bulkhead is in apocalyptically bad condition. There are so many holes in the CEP-159 bulkhead that soil/subgrade is migrating along the CEP-197 bulkhead to escape through the CEP-159 bulkhead. Water was noted at high tide in the westernmost portion of the holes along the CEP-197 bulkhead. 3. This is unconfirmed but we believe there may be at least one hole in the CEP-197 bulkhead. CEP-197 bulkhead appears to be in fair condition. There are no noticeable defects even investigating at low tide; however, the first two failures probably do not explain the issue of the collapse further eastward along the bulkhead. The condition report for this bulkhead declined from “Satisfactory” in 2013 to “Fair” in 2019. The 2025 report is not yet available. The condition report noted a hole in the bulkhead in an area unrelated to the project area that was likely caused by something puncturing the wall. It is possible that something similar has occurred in the project area – a puncture on the wall causing a hole and the erosion of the material behind the wall – unless we get divers to confirm from the front side or digging out the backside we cannot be certain of existence and/or size or number of defects. Please see existing conditions plan. The proposed temporary fixes to make the area safe and useable are: 1. Dig the area to a clean surface. At the eastern hole along the CEP-197 bulkhead ensure that the digging is deep enough to determine the existence of a hole in the bulk ...
