AI Contract Overview
The contract calls for the delivery of 75 self-locking cone seat hexagon nuts, identified by NSN 5310-00-828-1885 and part number 56B23630-7, manufactured to material specifications allowing 12L14 per ASTM A-108 as an acceptable alternate. The item is designated as a critical application with stringent quality controls governed by the DLA Master List of Technical and Quality Requirements, which override any general standards such as ASTM D3951. Inspection and acceptance are to occur at origin, with sampling conducted under MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, enforcing strict acceptance criteria: critical attributes require an AQL of 0.1, major attributes an AQL of 1.0, and minor attributes an AQL of 4.0, with unspecified attributes treated as major. The contractor must comply with tailored higher-level quality requirements, quality conformance inspections, and the removal of government identification from non-accepted supplies, alongside mandatory physical identification and bare item marking. Packaging and labeling must adhere to MIL-STD-129 and RP001 DLA packaging requirements, with palletization following specific DLA guidelines, and preservative methods as defined in the DLA Master List, though none are explicitly detailed. The contract enforces Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance, requiring a Self-Assessment Certificate of Quality Compliance, and mandates protection of covered defense information in accordance with DFARS clauses. The item is subject to Defense Priorities and Allocations System (DPAS) priority ratings, and any hazardous materials must be documented with submitted Safety Data Sheets, properly labeled under OSHA and MIL-STD-129 standards, with strict thresholds for radioactive content. All shipments must be delivered to the DLA Distribution DDSP New Cumberland Facility in Pennsylvania within 118 days after order date, with FOB origin terms applying. Pricing is firm fixed-price, with zero variance permitted on quantity, and invoicing must be processed exclusively through Wide Area WorkFlow. The solicitation is subject to special representations under FAR 52.219-28 Alternate I, and various deviations apply to child labor, equal opportunity, trafficking, paid sick leave, hazardous materials, and sustainable products clauses. Compliance with subcontracting regulations, counterfeit electronic part avoidance, and electronic parts sourcing
