Offerors must be registered in SAM, comply with Buy American and Berry Amendment requirements, and represent socioeconomic status accurately. Invoicing and receiving reports must be submitted electronically via WAWF. The solicitation prioritizes award to HUBZone small businesses unless waived, and offerors are strongly encouraged to submit quantity ranges to facilitate consolidated buying.
