PACKING, PREFORMEDThe contract pertains to the procurement of preformed packing materials with specific packaging and material restrictions to ensure compliance with Department of Defense standards. All items must be packaged in a medium duty, waterproof, greaseproof, and opaque bag conforming to MIL-DTL-117, Type II, Class C, Style 1, due to the sensitivity of the National Stock Numbers associated with Federal Supply Classifications 5330 and 5331, which degrade under ultraviolet light exposure. This packaging requirement applies to direct vendor delivery, foreign military sales, and stock shipments. The use of asbestos is strictly prohibited as defined by FED-STD-313, and the intentional addition of mercury or mercury-containing compounds is forbidden unless explicitly exempted for functional applications such as batteries, fluorescent lights, specified instruments, sensors, weapon systems, or chemical analysis reagents approved by NAVSEA. Portable devices containing mercury must have shock-proof construction and a secondary containment boundary per NAVSEA 5100-003D. Technical and quality requirements referenced by R or I numbers are governed by the DLA Master List of Technical and Quality Requirements, with the controlling revision determined by the solicitation or award date depending on the acquisition size.
