Nutrition Management Information System (NMIS) Sustainment/maintenance and training support for the Computrition Hospitality Suite commercial-off-the-shelf (COTS) software

The U.S Army Medical Research Acquisition Activity (USAMRAA) in support Defense Health Agency, Solution Delivery Division (SDD), Clinical Support Branch (CSB) is seeking information in the form of capabilities statements and availability from capable contractors. In an attempt to promote full and open competition and seek competitive proposals, USAMRAA is issuing a Request for Information (RFI) to seek sources under the North American Industry Classification System (NAICS) Code is 511210 Software Publishersamming Services, and the small business size standard is $38.5 million per year. System for Award Management (SAM) registration is mandatory (www.sam.gov). It is anticipated the type of contract will be a Firm Fixed Price. This RFI is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources in support of the Government's requirements. Contact with Government personnel, other than those specified in the RFI, by potential offerors or their employee's regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI, will be used within USAMRAA/ DHA to facilitate decision making and will not be disclosed outside of USAMRAA / DHA. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. Responses to this RFI shall include the appropriate contract vehicle information, such as type of contract vehicle, business size, NAICS Code. This RFI is for fact finding and planning purposes only. Contractors are encouraged to inform the Government of any barriers that would prohibit them from competing. The purpose is to seek and identify potential qualified sources that can provide acquisition and program support services on a future requirement to the DHA, SDD, CSB in accordance with the attached DRAFT Performance Work Statement (PWS). The Draft PWS is subject to change prior to a formal solicitation release. The Capability Statement should include general information and technical background describing your firm's experience within the last three - five years specifically with contracts similar in scope, complexity and size to meet the program objectives in accordance with the Draft PWS, to include software sustainment/maintenance and training services, software and training materials, and contract management deliverables to maintain an Automated Information System (AIS) that provides Nutrition Management Information System (NMIS) functionality for Computrition Hospitality Suite Automated Information System (AIS), which provides the functionality to support medical nutrition management and foodservice operations management. The Capability Statement must include substantiation of the Contractor's explicit written permission for the use and resale, maintenance performance, training performance, licensing distribution and compatibility to interact with the Verifone Payware Solution for the proprietary software and services of the product propriator. Failure to provide this evidence shall result in rejection of the Capability Statement. If the information provided contains propriety information, such information must be identified with appropriate disclaimers. At a minimum, the following additional information is requested: (1) Company Cage Code, DUNS, CCR registered, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate which NAICS code(s) your company usually performs under for Government contracts. Vendors are encouraged to submit the following highly desirable information in response to this RFI: a. If the capabilities statement includes specific evidence of ability to provide products and services required with explicit written permissions from propriatory software origination/owner. b. Certification of software interactivity and compatibility with VeriFone Payware Solution. c. Specific experience providing sustainment/maintenance and training support of the Computrition Hospitality Suite AIS, which provides the functionality to support medical nutrition management and foodservice operations management.
