AI Contract Overview
The contract involves providing professional import/export custom brokerage services for the Naval Undersea Warfare Center Division, Newport, under a combination of firm fixed price and cost reimbursable arrangements. It is structured for an initial one-year period with four additional one-year options, allowing flexibility for continued service. The solicitation is a total small business set-aside under NAICS code 488510, emphasizing opportunities for small businesses. The incumbent contractor for this effort is Johnson Controls International (JCI), which has been paid approximately $106,493 for the last completed year, with an estimated 750 hours required to fulfill the current contract. The government has clarified that the project is a follow-on to a previous contract, N66604-20-P-0343, and does not plan to extend the July 31, 2025, deadline for proposals. Questions from industry have addressed the scope of participation, including whether bidders will have exclusivity over delivery and freight forwarding logistics, with the government indicating that the selected contractor may develop shipment plans and coordinate with third-party transportation providers at their discretion. The contract emphasizes flexibility in execution, allowing for the development of shipment plans that may involve third-party logistics providers, with government concurrence. The procurement process includes a Q&A posting system to ensure transparency, and the solicitation highlights the importance of small business participation, with primary points of contact provided for further inquiries. The overall effort aims to ensure efficient, compliant, and cost-effective import/export logistics support for the Navy’s operations.
