The Naval Air Systems Command awarded a sole-source delivery order under Basic Ordering Agreement N00019-17-G-0002 to the Bell Boeing Joint Program Office for non-recurring engineering to correct O2N2 Concentrator sieve beds. This effort is designed to address the loss of sieve material pre-load, which causes loss of function and the potential for material escapement into the On-Board Oxygen Generating System or On-Board Inert Gas Generating System distribution systems. The contract also includes the provision of necessary replacement kits to resolve these technical issues. This action was executed on a sole-source basis under the statutory authority of Title 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, as Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft. Consequently, Bell Boeing is the only source with the requisite technical expertise and the totality of engineering data required to perform the work. The award is part of a broader V-22 Program Basic Ordering Agreement managed by the Department of Defense, with administrative oversight provided by the Naval Air Systems Command office in Patuxent River, Maryland.
