OC Disaster Debris Monitoring & Waste Processing Servs

The City of Seattle, through Seattle Public Utilities, has issued an on-call contract for disaster debris monitoring and waste processing services with a five-year term and a not-to-exceed value of $10 million, designed to support pre-event planning and post-event response to debris-generating incidents. The Consultant Team is tasked with ensuring all debris management activities comply with federal and state reimbursement guidelines to maximize eligibility for FEMA Public Assistance funding, with responsibilities spanning both proactive preparation and active emergency response. Prior to any disaster, the team will update the City’s Debris Management Plan, develop procurement strategies for debris hauling services, deliver training to City staff, and refine emergency contingency plans. Following an event, they will provide on-site monitoring of debris collection and disposal, verify compliance with FEMA and WSDOT standards, certify haul vehicles, manage data collection for accurate load reporting within seven days, and act as a technical liaison between the City, FEMA, and state agencies to facilitate Public Assistance processes and appeals. The Consultant must maintain electronic systems for QA/QC review, confirm site restoration to pre-event conditions, and conduct daily coordination meetings among stakeholders. The contract requires the Consultant to demonstrate extensive experience including at least five consecutive years performing disaster debris monitoring, participation in at least four domestic recovery efforts involving 150,000 cubic yards or more of debris, and the presence of at least two project managers with five or more such events on their record. Team structure, key personnel resumes, and organizational charts are central to proposal evaluation, with emphasis placed on qualifications, prior performance, and alignment with Seattle’s specific needs. Mandatory certifications include compliance with the Byrd Anti-Lobbying Amendment, adherence to federal debarment rules verified via SAM.gov, and submission of insurance documentation prohibiting insured versus insured or cross-liability exclusions. The Consultant must also meet prevailing wage requirements, follow City standards for work delivery, and ensure all subcontractors adhere to the same contractual obligations. Post-employment restrictions prohibit former City employees from engaging in competitive selection or advising on matters they previously influenced for one to two years after leaving City service. The contract operates without guaranteed minimum work, with specific tasks and timelines defined through individual Work Assignments issued over the term. All deliverables are subject to audit rights by the City and federal agencies, and all information is governed by strict confidentiality rules. Proposal evaluation is based on best-value selection, incorporating written submissions and potential interviews, with an emphasis on proven experience in FEMA-compliant debris operations and local context awareness.
