Please find attached solicitation 5C-17-A-0003 which has been issued in conjunction with the subject line solicitation due to a Postal Service / Supply Management system error; and in order to address the Postal Service's intention to award a contract based on best value criteria which was missing from Provision 4-2 Evaluation (March 2006) within the original solicitation. Please refer to the attached PDF form 8203 for more information. Solicitation 5C-17-A-0002 (Anchorage / Seattle Ocean Services) and subsequent amendment 001 were issued on 11/30/2016, and 12/12/2016 respectively. The solicitation closed on 12/27/2016. Due to a system error, this solicitation (5A-17-A-0003) has been issued in direct correlation with solicitation 5C-17-A-0002, and is issued solely to correct the missing evaluation criteria which will be used in evaluating an offerors proposal. The Statement of Work (SOW), Attachment C (Terms and Conditions) and Attachment D (instructions to offerors) have been amended to reflect the best value determination for this solicitation. All revisions to the original solicitation have been highlighted in blue within each document under 5C-17-A-0003; however all terms and conditions and associated requirements remain as per the original solicitation 5C-17-A-0002. The solicitation has been extended for offerors to review the amended evaluation determination language, and submit proposals for the services offered. For those suppliers that have previously submitted a proposal in response to this solicitation, your firm may have the opportunity to revise or resubmit its proposal based on this change. However, it should be noted that if there are no revisions necessary to previously submitted proposals, there is no action for the supplier to take other than to acknowledge and sign the PS Form 8203 and return to the undersigned via email. The closing date for proposal submissions has been extended to 10 February, 2017 at 17:00 ET. No other changes to the solicitation have been made.
