SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Agency of Human Services/Department for Children & Families, Office of Child Support (hereinafter the “State”) is seeking to establish a contract with one company that can provide system modernization readiness services to assist with the replacement of its current child support case management system, ACCESS. State is looking to procure a company experienced in planning a child support modernization project and preparation of the federal feasibility study. The Vermont Office of Child Support (OCS) is a division of the Vermont Department for Children & Families that’s mission is to promote the well-being of all families by strengthening their financial safety net. OCS receives, allocates, and issues approximately $42.5 million in child support payments per year across roughly 14,000 cases. OCS has a staff of 110 employees. OCS’ ability to meet its mission is constrained by the limitations of its current case management system, ACCESS. ACCESS is a 40-yearold mainframe application written in Natural programming language. Due to the use of old programming language, it is getting increasingly difficult to find staff to maintain the system and adapt it to meet current business needs. The two full-time system developers designated to OCS for ACCESS support spend 80- 90% of their time on daily system maintenance, ad-hoc requests, and issues that arise. They are unable to accomplish numerous enhancement requests submitted to streamline operations. As such, there are a significant number of staff workarounds and manual processes that occur when performing casework tasks. To better serve the needs of our customers and to use staff resources efficiently, OCS is looking to replace its ACCESS system with a case management system developed using a modern technology platform. A system built using modern technologies will increase the user experience for State OCS staff and its customers.
