See attached RFP for full specifications.Background Information: The Ohio Department of Natural Resources, Division of Wildlife (DNR) has fisheries management responsibilities over 2.3 million acres of the Ohio waters of Lake Erie, which generates over $1 billion annually for Ohio’s economy. These responsibilities include management of fisheries resources, through long-term research and assessment programs within the context of interagency management. These data are combined with data from New York, Pennsylvania, Michigan, and Ontario to implement harvest quota management for walleye and yellow perch through participation on the Lake Erie Committee of the Great Lakes Fishery Commission.Implementation is achieved through utilizing the framework described in the Joint Strategic Plan for Great Lakes Fisheries Management. The DNR meets these obligations in the Central Basin of Lake Erie through research and assessment conducted by staff at the Fairport Fisheries Research Station in Fairport Harbor, OH, primarily using the R/V Grandon. This vessel is the cornerstone for several long-term assessment projects, which assess the hatch strength of various fish species on Lake Erie, collect information on adult abundance of species of interest in Lake Erie, and collect information on water quality. Due to the importance of this vessel to meet state and international sampling obligations and its aging infrastructure, the DNR is soliciting proposals for contract level deliverables to a comparable level of detail to the sample plans (referred to in this RFP as the “design” or “designs”) and construction cost estimate for the replacement of the R/V Grandon. The intent of this RFP is not to procure a functional or production level design. Those detailed design requirements will be requested during the construction bid phase in the next stage of the project.Project Objective: The objective of this Request for Proposals (RFP) is to secure a qualified vendor to (1) revise the existing SeaCraft Design, LLC designs of the fisheries Research Vessel Walleye to fit the operational needs of the Fairport Fisheries Research Station and produce an updated vessel design and a construction cost estimate, and (2) provide shipyard oversight throughout vessel construction.
