This forecast outlines a contract for the Office of Oceanic and Atmospheric Research within the Department of Commerce to provide video and imagery telepresence support for OER Ocean Expeditions. The scope includes services for the NOAA Ship Okeanos Explorer, the replacement NOAA Ship Discoverer, and various other platforms and projects. Key technical requirements involve the satellite upload and download of large data volumes and video streams to facilitate live communication between ships and shore-based subject matter experts, universities, and outside agencies. The primary objective is to expand the understanding of the ocean environment by creating a publicly viewable access point for video and images, filling a gap in current archival systems. This mechanism will allow for the immediate distribution of findings to the global ocean community and enable real-time identification of discoveries. The performance of this contract is centered in Seattle, Washington, and is projected to cover the period from fiscal year 2027 through 2030 under NAICS code 541511.

Full Description

This license will provide video/imagery telepresence support for OER Ocean Expeditions on NOAA Ship Okeanos Explorer, and replacement NOAA Ship Discoverer and other platforms/projects; satellite upload / download ship to shore of large data volumes and video streams, with critical live communication to/from shore subject matter experts, universities, cooperative institutes, and outside agencies to expand exploration and understanding of the ocean environment, and allow for immediate awareness and distribution of findings to the ocean community at-large. While video is archived at NOAA NCEI, there is no comparable viewable portal to access the video for the ocean community at large or to reach global subject matter experts to identify findings. This mechanism serves as the publicly viewable access point for video and images that are acquired on the NOAA Ship and through other OER funded projects. Annotated video data from other platforms
