The Request for Information (RFI) FA8307-26-R-CW02, titled “Offensive Cyber Depot Operations & Sustainment,” is a pre-solicitation market research tool issued by the Air Force Life Cycle Management Center (AFLCMC), Joint Base San Antonio – Lackland, Texas, under FAR clause 52.215-3 for planning purposes only. It seeks input from industry on capabilities related to sustaining offensive cyber weapon systems, including Tier 1–3 technical support, hardware and software repair in air-gapped environments, virtual machine and network creation, SCIF operations, and 24/7 Help Desk services. The RFI does not constitute a solicitation, invitation for bids, or obligation to contract; no reimbursement for submission costs is provided, and responses are voluntary and will not affect future offeror eligibility. The deadline for asking questions was extended to May 5, 2026, with the final RFI response due by May 20, 2026. Submissions must be electronic and include a capability statement or white paper limited to five pages excluding the title page, and a Rough Order of Magnitude (ROM) estimate. Proprietary information must be clearly marked, and no hard copies are accepted. Performance is expected to occur within the San Antonio, Texas metropolitan area, requiring the contractor to operate a government-accepted Sensitive Compartmented Information Facility (SCIF), maintain unclassified server space, and ensure compliance with all Department of Defense cybersecurity standards including RMF, STIGs, ACAS scans, IAVMs, and configuration baselines for systems such as Microsoft Server 2022+, Red Hat Enterprise Linux, VMware/vSphere, and Windows 11 Enterprise. All personnel must be eligible for Top Secret/Sensitive Compartmented Information (TS/SCI) clearances, with some requiring Special Access Program clearance. Key labor categories include network specialists, system engineers, administrators, ISSMs, and help desk support. The NAICS code is 541519 with no set-aside applied. The contracting officer is Capt Charles Craig, with Philip J. Carder as the secondary point of contact. No evaluation factors, award criteria, contract value, delivery schedules, or payment details are included, as this is strictly a planning document.
