OFFICE OF EMERGENCY AND SECURITY SERVICES (OESS) PROGRAM OPTIMIZATION

The Alameda County Water District is soliciting proposals under RFP26/27-11 for program optimization consulting services for its Office of Emergency and Security Services (OESS). The selected consultant will develop a comprehensive optimization plan focusing on staffing and workflow analysis, operational reviews to identify redundancies, and the evaluation of inter-departmental coordination between OESS and Health and Safety. Key deliverables include recommendations for resource allocation and a detailed analysis comparing OESS operations against industry standards and best practices for similar agencies. The project will utilize a hybrid performance approach, requiring onsite presence during the interview, information collection, and recommendation review phases. This is a firm-fixed cost contract with an anticipated award date in November 2026. Proposals are evaluated on a 100-point scale, with 30 points allocated to company qualifications and experience and 30 points to cost. The District seeks firms with significant public sector or water utility experience and requires lead project managers or senior analysts to hold relevant industry certifications, such as ASIS International. Proposers must submit a maximum 20-page proposal including a letter of introduction, detailed company and personnel experience, five client references from the last five years, and a cost proposal.
