The United States of America, acting by and through the Secretary of the Air Force (the - Government), is seeking to lease administrative office space (Leased Space) in support of 189 personnel within a 10-mile radius of Hanscom Air Force Base (HAFB) in Lexington, Massachusetts, with a minimum space requirement of 29,997 usable square feet and up to a maximum space of 32,997 usable square feet. The Government will only consider Leased Space located in an existing building. A complete buildout is desired by 30 April 2020, but required by 15 May 2020. The Lease (defined in attached documents) will have an initial term of one (1) year followed by four (4) consecutive renewal options of one (1) year each. Proposals are due NLT 24 JAN 2020 12PM EST Please submit all questions to Michael S. Anderson, email at michael.anderson.199.ctr@us.af.mil. Q&A RESPONSE-12/18/19: Concerns were raised regarding the 1 year base year and 4 one-year options. The Government provides the following response: Currently GSA has thousands of properties on contract with most of those on contract for 10+ years. Our solicitation states our pending contract would be signed by AFCEC with a base year and four 1-year option periods. GSA is planning on taking over the AFCEC contract during that 5-year period and making it a long-term contract with the to-be-selected Property Manager/Owners. The Air Force has been given authorization to execute this lease under these parameters to expedite the process because GSA could not meet our deadline in 2020. GSA is the nation's largest public real estate organization and leases space on behalf of the U.S. Government in diverse locations when leasing is the best solution for meeting federal space needs. There have been other Property Managers/Owners that have signed contracts with the same 1-year termination right (base year + options). While we are not authorized to release the Property Managers/Owners information, we can release the zip code and lat/long of the location, as they are available to the public at October 2019 External Inventory (https://www.gsa.gov/cdnstatic/Real_Estate_Acquisitions/October_2019_External_Inventory.xlsx). As a reminder, all tenant improvements will be paid prior to move-in, no multi-year recoupment of investment on the builder's behalf will be needed. AMENDMENT TO SOLICITATION- 12/23/19 As a result of proposal submission extensions the solicitation requirements for completion have changed, Below is a summary of changes. The solicitation document has been revised and uploaded as well. b. A complete buildout is desired by 31 July 2020, but required by 17 August 2020. Solicitation # FA8730-26-RFI-C2IMERA-WARDEN
The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system is designed to automate the full emergency management lifecycle—Preparedness, Protection, Response, and Recovery—to ensure mission assurance and operational resilience across the Command and Control continuum, specifically supporting Air Combat Command and Pacific Air Force. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing. Future awardees will be required to maintain a secret clearance prior to award and a TS/SCI FCL before scaling and fielding the solution.
