Official Plan Review Warwick, Pt Edward & Plympton Wyoming

The County of Lambton, in collaboration with the Township of Warwick, the Village of Point Edward, and the Town of Plympton-Wyoming, issued solicitation 2020-137 to secure a qualified firm for the completion of three separate official plan reviews. Each review must be conducted independently under the direction of the respective local municipality and its own steering committee. The primary objective is to ensure that all policies are compliant with the Planning Act, consistent with the Provincial Policy Statement, and in conformity with the County of Lambton Official Plan. The selected proponent is responsible for conducting background research and a comprehensive public consultation program to review land use policies, designations, and settlement area boundaries. While the consultant provides direction, all associated GIS and mapping work will be performed by the County's Planning and Development Services Department. The solicitation process, which closed on April 29, 2020, required proponents to submit detailed proposals using a mandatory response form covering project approach, team qualifications, and pricing. Due to COVID-19 precautions, submission methods were modified via addendum to be exclusively electronic. The project scope involves updating frameworks such as the 2009 Village of Point Edward Official Plan and utilizing resources like the County of Lambton Population Projections 2016 to 2036. Clarifications provided during the procurement process addressed natural heritage data, infrastructure master plans, and the adaptation of public engagement strategies during the pandemic.
