NYSERDA has issued the Offshore Wind Project Predevelopment Program Opportunity Notice (OSWPON26-1) to provide funding for project-specific predevelopment activities. The program aims to enhance project maturity, mitigate development costs, increase overall viability, and support competitive offtake agreements to ensure a clear path toward financial close and commercial operation. To be eligible, applicants must hold a controlling interest in a project and possess legal rights to a federal offshore wind lease. Applications are accepted on a continuous basis through December 31, 2029, or until all available funds are committed. Awarded Umbrella Agreements will feature an initial three-year term with one option to renew for an additional three years, with further extensions available to complete remaining work. While the program is state-wide in scope, there are no specific socioeconomic goals for SDVOB, MBE, WBE, or DBE enterprises. Technical and primary inquiries are managed by Jessica Dealy, with contract management support provided by James Cowman.
