The selected vendor will be responsible for providing all labor, equipment, supplies, and management to deliver daily breakfast, lunch, dinner, and night-shift meals, with a preference for hot meal service. Mandatory submission requirements include an E-Verify form, Non-Collusion Affidavit, Debarment Form, W-9, and proof of insurance. Offutt Air Force Base is seeking to establish Blanket Purchase Agreements (BPAs) with qualified vendors to provide off-site meal preparation and delivery services for breakfast, lunch, and dinner over a period of up to 60 months. The contracts are designed to support various operational needs, including providing meals for reservists during training weekends and support personnel during periods when the dining facilities are unavailable. The services require meals to be prepared off-site and delivered in individualized containers, with no on-site cooking or serving required. Delivery costs must be included in the quotes, and the contracts will support both hot and cold menu items, as well as beverages, with specific delivery schedules and dietary accommodations such as vegan, gluten-free, and nut-free options. The BPA will be awarded through a competitive process, prioritizing technical acceptability and price, with multiple awards anticipated under a small business set-aside framework under NAICS code 722320. The solicitation and related documents specify detailed terms and conditions, including pricing arrangements, delivery procedures, and administrative protocols. The agreements are intended to support various units, notably the 49th and 820th Intel Squadrons, during their training weekends and inactive duty training periods, with specific meal times and locations at Offutt AFB. The contracts also include provisions for invoicing via government purchase cards, compliance with federal acquisition regulations, and the need for vendors to register in the System for Award Management (SAM). An amendment extended the offer response deadline to November 21, 2025, and included additional questions and solicitation terms to clarify operational expectations. Overall, these BPAs aim to ensure reliable, flexible, and compliant meal delivery services to support the base’s operational and personnel needs over the specified period.
