In addition, there are four optional line items, each involving further 500-foot improvements of railbeds adjacent to the base work, with the same scope of associated tasks. The project requires surfaces hardened with stone, drainage improvements including culverts, ditches, and rock check dams, and must support the heavy loads of an M1A1 Abrams battle tank and tractor trailers hauling military equipment. No turn pads are required as they have already been installed. This contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with the applicable NAICS code 237990 and a size standard of $45 million. The anticipated contract value ranges between $500,000 and $1,000,000. The period of performance is 365 calendar days after the notice to proceed, encompassing inspection and punch list completion. Bidders must be registered in the System for Award Management (SAM). The contract includes a limitation on subcontracting requiring that the prime contractor perform at least 15 percent of the work with similarly situated entities. Equitable adjustments for change orders will follow FAR and Defense Federal Acquisition Regulation Supplement (DFARS) policies. All solicitation documents and amendments will be available exclusively via the Contract Opportunities page on SAM.gov.
