OHIO Class Submarine Emergency Diesel Generator Crankshaft Replacement

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility awarded a fixed price supply contract to Fairbanks Morse, LLC, for the replacement of emergency diesel generator crankshafts and the overall overhaul of an emergency diesel generator on an Ohio Class submarine. Executed under the authority of 10 U.S.C. 2304(c)(2) and FAR 6.302-2, the contract was sole-sourced to Fairbanks Morse as the original equipment manufacturer to address unusual and compelling urgency. The primary objective was to resolve an underway limiting CASREP and maintain the operational readiness of a forward-deployed vessel, thereby preventing the degradation of the Navy's mission. Initially awarded on February 24, 2020, with an estimated value of 2,520,352 dollars and a performance period from March 4 to May 4, 2020, the contract underwent several modifications to accommodate emergent repair actions and in-scope growth. Through a series of Justification and Approval amendments to cover various Request for Change orders, the total contract value was incrementally increased to a final estimated amount of 7,111,594.88 dollars. These expansions were necessary to ensure the complete overhaul of the generator and the successful installation of the crankshafts.
