The Ohio Department of Health (ODH) is seeking a vendor through a solicitation identified as SRC0000035516 to manage a state pharmaceutical stockpile designed to ensure rapid access to medical countermeasures (MCMs) during public health emergencies and healthcare events. The primary goal of this contract is to maintain a ready supply of MCMs that can be deployed immediately to support essential workers, first responders, and healthcare systems. The vendor will be responsible for continuous 24/7 monitoring of the inventory stored in a temperature-controlled, secure facility with alarm systems. Additionally, the contract requires the vendor to provide access to the cache within one hour of a request, maintain a continuous stock rotation to avoid any products being within six months of expiration, and perform repackaging and relabeling of bulk supplies into individually usable units as needed. This vendor-managed inventory strategy addresses challenges associated with supply chain instability and helps prevent the loss of medicines due to expiration, ensuring crucial pharmaceuticals are available at all times. The solicitation opens on January 20, 2026, with responses due by February 12, 2026, and identifies Columbus, Ohio, as the place of performance. This strategic initiative reflects the state’s commitment to enhancing preparedness and response capabilities by contracting a third party to oversee the stockpile’s operational integrity, safeguarding public health through availability and maintenance of vital MCM resources around the clock.

Full Description

The Ohio Department of Health (ODH) is looking to develop a state cache intended to provide pharmaceutical medical countermeasures (MCMs) for immediate care until other resources could be made available to improve health outcomes during public health and healthcare events. These hazards in addition to supply chain shortages and instability create a need for an agreement with a third-party vendor to manage a cache of various MCMs for the state stockpile.Priorities for the vendor managed inventory include:1.    24/7 monitoring of the cache in a temperature-controlled, locked, and alarmed facility.2.    24/7 access to the cache within one (1) hour of request.3.    Continuous stock rotation to ensure no product is within 6 months of expiration.4.    Repackaging and relabeling of bulk inventory for individual use as requested.A state cache of pharmaceuticals is essential for supporting essential workers, first responders, and healthcare systems. Awarding a service contract to a vendor to complete stock monitoring, repackaging, relabeling, and rotation, on behalf of ODH, will eliminate the loss of expired product and allow for MCMs to be readily available 24 hours a day and seven (7) days a week in an emergency situation.
