The OICC China Lake Printer Services contract, solicitation number N6274223F9950, provides fiscal year 2023 on-site maintenance and services for five Ricoh IM-C2500 printers located in Ridgecrest, California. Managed by Navfacsyscom Pacific under the Department of Defense, the agreement includes an initial one-year term with two subsequent option periods. The services are procured via GSA Contract GS-03F-0085U to ensure that original equipment manufacturer technicians can provide necessary support, specifically elevating service capabilities from Tier 3 to Tier 1. This acquisition was conducted as a non-competitive, single-source procurement under the simplified acquisition threshold. The decision to solicit exclusively from Ricoh was based on exclusive licensing agreements and the fact that the required items and services are only available through the original equipment manufacturer or its authorized distributor. This single-source justification was approved on January 23, 2023, with concurrence from the small business professional on form DD 2579.
