AI Contract Overview
The contract seeks a small business contractor to conduct comprehensive industrial hygiene surveys at eleven Army National Guard maintenance facilities and one warehouse across Oklahoma, including locations in Oklahoma City, Norman, Stillwater, Tulsa, and other cities. The primary objective is to anticipate, recognize, and evaluate workplace health hazards—such as noise, chemical exposure, and ergonomic risks—to establish or update baseline exposure data for both civilian and military personnel, in compliance with Army Regulation 385-10 and OSHA standards. The contractor must perform on-site assessments using calibrated equipment, collect breathing zone and noise dosimetry data using DD Form 2214, and classify risks using standardized Risk Assessment Codes and Exposure Potential Categories. Deliverables include a final Industrial Hygiene Survey Report due within 90 days of award, Facility Information Tables, Hearing Conservation Letters with individual exposure values, training certificates for AT Level 1, iWATCH, and OPSEC, and an ongoing Deficiency Log. All reports must be submitted electronically in PDF format to the Regional Industrial Hygiene Southeast office, and must include laboratory results, narratives, and standardized DoD forms such as DA 4700. The contract has an initial one-year base period with four one-year option periods, for a potential total duration of five years, with all surveys to be completed within 210 days of the scheduled site visit. The contractor must demonstrate firm commitments from qualified industrial hygienists whose resumes are subject to government approval prior to performance. All personnel require background checks, completion of mandatory trainings within specified timeframes, and adherence to security protocols including CAC or NCIC-III/TSDB compliance. The contractor is prohibited from reimbursing travel expenses, must comply with CUI and COMSEC requirements, and must ensure complete government ownership of all data and reports. Compliance is monitored through a Quality Assurance Surveillance Plan requiring ≤0.5% failure to notify points of contact and ≤3% failure to report survey scheduling in advance. Failure to submit at least 67% of final reports within 60 days of each performance period may result in non-exercise of option years. The solicitation is a total small business set-aside under NAICS 541490, and responses must be submitted by July 27, 2026, to the provided contact, with no formal contract value or pricing details disclosed in the pre-solicitation material.
