OKC NATC Facility Restoration following FSS Activation

The Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM) is responsible for the coordination of all real property management functions within CBP, in addition to all aspects of financial management and budgeting, logistical support, building management services, investment planning, and life cycle management of real property.
CBP Air and Marine Operations (AMO) requires permanent facility remediation, specialized toxic mold abatement, and structural reconstruction build-back services at the National Air Training Center (NATC) located at 5600 Air Cargo Road, Oklahoma City, OK 73159. Following an accidental activation and subsequent discharge of the facility's fire suppression system due to a water pressure flow switch failure, the administrative and operational spaces sustained severe water damage. Subsequent technical environmental analysis confirmed critical relative humidity levels reaching up to 73% and extensive biological contamination. Surface tape lifts and air sampling identified abundant concentrations of hazardous Stachybotrys (black mold) and elevated Aspergillus/Penicillium spore counts across multiple high-traffic interior zones.
Immediate remediation and structural restoration are required to eradicate biological safety hazards, stabilize the indoor micro-climate, and safeguard the rotating aviation training command.
The Contractor must furnish all necessary labor, materials, equipment, transportation, engineering controls, and qualified supervision required to perform comprehensive mold abatement, biological decontamination, controlled demolition, and full build-back reconstruction across the designated facility footprint.
The total structural footprint requiring reconstruction and environmental intervention encompasses a grand total area of 16,345.36 Square Feet (SF) of flooring and ceilings, along with 53,877.27 SF of affected vertical wall surface area, bound by a combined running linear footprint of 3,883.63 Linear Feet (LF) for perimeter cutting and baseboard installation. The space distribution requires targeted execution across 19 dedicated office rooms, 3 central facility corridors, 4 personnel welfare facilities, specialized locker/shower areas, and associated aircraft hangar support structures.
All environmental abatement processes, selective demolition, and material build-back must return the affected areas to a certified healthy, dry standard. Work shall conform strictly with the Institute of Inspection Cleaning and Restoration Certification (IICRC) S500 and S520 protocols, EPA guidelines, and the precise material specifications detailed herein.
