Older Americans Act Program Management System

The Ohio Department of Aging (ODA) is seeking proposals for the development of a customizable and comprehensive program management system to enhance the support provided through Ohio’s Older Americans Act (OAA)-funded service network. The primary objective of this initiative is to bolster the OAA service network's capacity to meet the needs of Ohio's expanding elderly population, which is increasingly reliant on effective statewide program data management. The project requires a vendor to deliver a proven software solution that can be customized to address a variety of needs, including State Program Performance Reporting (SPR), data analysis, case and issue management, reimbursement processing, information requests, and management of both provider databases and communication channels. The system must handle secure and confidential data regarding consumer assessments, service deliveries and expenditures, consumer demographics, evaluations, and many more functions, supporting core processes such as intake assessments and invoicing. Essential functionalities include secure user authentication, comprehensive reporting tools, efficient data export/import capabilities, API integration, digital document management, and compliance with federal OAAPS reporting standards. The contract period commences with the issuance of a purchase order and is anticipated to end on June 30, 2025, with potential extension upon fund appropriation through June 30, 2026. The services are scheduled to be executed within Ohio, and all deliverables for fiscal year 2025 are to be completed and billed by August 31, 2025.
