GM Live Well is Greater Manchester's commitment to ensuring great every day support is available in every neighbourhood. It represents a shift in how public services work with people and communities. Live Well is a partnership between NHS GM, 10GM and GMCA, the 10 local authorities, health, business, the Voluntary, Community, Faith and social enterprise sector and people and communities. Working together to create conditions for people to thrive, not just survive, removing barriers to opportunity and tackling health, social and economic inequalities. In 2023, with support from The National Lottery Community Fund, the Live Well programme was launched, enabling five accelerator sites to lead work (one of which was Oldham) to tackle persistent barriers to Live Well. These areas are a part of a growing movement for community-led health and wellbeing, connecting and amplifying existing, brilliant support in GM's communities During 2025, Live Well's strategic remit has expanded, and it has grown to become Greater Manchester's catalyst for delivering long held prevention and reform ambitions. Live Well will bring about a radical shift in public service delivery at a neighbourhood level, underpinned by transformational and new ways of working between and across the statutory sector, Voluntary, Community Faith and Social Enterprise sector, and communities. Live Well is focussed on prevention and health creation. Live Well is not a programme or service but a whole system approach to changing how we work with communities and in our public service systems, to grow community power, wealth and action. • It is community-led - led by Greater Manchester's communities who determine and take action on what is important to them. This means supporting leadership, voice and capacity within communities of place, identity, interest and experience - particularly those most impacted by structural inequalities, racism and injustice. • It is system-enabled - it works to transform the system to enable community action, power and wealth to flourish. This means unblocking persistent barriers and building shared purpose, collective accountability and responsive leadership across neighbourhoods and public services.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD) is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge under the Maritime Environmental and Technical Assistance (META) program. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on fluid dynamic modeling and technical feasibility rather than direct measurement. Eligible proposals may include redesigns of existing projects, new specifications, or experimental theoretical designs for commercially useful vessels, though fisheries vessels and small recreational watercraft are specifically excluded. Funding is provided through cooperative agreements, with individual awards typically ranging from $150,000 to $450,000 and total available funding up to $1.25 million. Projects must be completed within 12 to 18 months. Ideal design teams should follow a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. While preference is given to U.S.-based companies and U.S.-flagged operations, the challenge is open to all domestic applicants other than individuals, including U.S.-registered entities with foreign parent ownership. Proposals are limited to 20 pages, inclusive of all supporting documents such as resumes and letters of support, and must be submitted in PDF format by January 10, 2027. Submissions must include a detailed design and modeling approach, a justifiable budget, and a project timeline. Evaluation is based on the design integration plan, the robustness of the methodologies, team capabilities, and the clarity of the budget and timeline. Final deliverables include a preliminary vessel design, a comprehensive design analysis including return on investment (ROI) and technology readiness levels (TRL), and a final report for public release, though sensitive proprietary information will remain confidential.
