The Naval Medical Logistics Command intends to award a sole source contract to the University of Texas Health Sciences Center San Antonio to support the Naval Medical Research Unit San Antonio in developing novel antibacterial therapies. The scope of work includes the delivery of up to 150 oligonucleotide syntheses and 150 DNA sequencings, which are essential for amplifying genetic sequences and verifying the correct cloning of plasmid constructs. This requirement is being handled as a sole source procurement because the University of Texas Health Sciences Center San Antonio has been identified as the only vendor capable of meeting these specific research needs. The contract is structured with a 12-month base period and one 12-month option year. While the government has identified a preferred vendor, interested parties were invited to submit capability statements including technical and cost data to demonstrate their ability to perform the work. All submissions were required to be sent to the designated point of contact by August 18, 2015, for the government to determine whether to proceed with the sole source award or conduct a competitive procurement.

NAMRU-SA's research project includes the development of novel antibacterial therapies. To support this research, this acquisition requires the synthesis of oligonucleotides and ability to sequence plasmid constructs, as they are needed to amplify the desired genetic sequence to be cloned into the plasmid. UTHSCSA has been identified as the only vendor capable of providing both the oligonucleotide synthesis and sequencing necessary to meet NAMRU-SA's research project requirements. NAMRU-SA does not have this capability in-house, nor do any other known vendors. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 3:00 PM Local Time, 18 August 2015. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: amber.n.obryan.civ@mail.mil.
