The San Diego County Water Authority is soliciting a qualified firm to conduct a comprehensive evaluation of per- and polyfluoroalkyl substances (PFAS) in the Olivenhain Reservoir, with the goal of characterizing contamination levels and recommending operational strategies to mitigate risk. The work involves reviewing existing water quality and operational data, developing a detailed Sampling and Analytical Plan using EPA-approved methodologies compliant with California State Water Resources Control Board regulations, and analyzing PFAS concentrations in both water and sediment. The contractor must assess the feasibility of mitigation approaches such as blending with alternative water sources and deploying treatment technologies, providing feasibility-level cost estimates for each. All activities must adhere to established quality assurance standards and be supervised by a California-registered Civil Engineer. Deliverables include a Sampling and Analytical Plan, a summary of analytical results with visualizations, and a final Technical Memorandum that outlines findings, monitoring recommendations, and a recommended operational strategy, all within a not-to-exceed contract value of $150,000. The contract requires electronic submission of two separate envelopes via BidNet: the main proposal, limited to ten pages excluding exhibits, resumes, and graphics, and a separate cost and fee schedule. Proposals must include an executive summary, demonstrable experience with similar projects, resumes and organizational charts for key personnel, and a feasible project schedule, with all key staff subject to prior approval for any substitution. The evaluation will be based on a best-value trade-off process weighing Technical Approach (30%), Scope of Work (25%), Qualifications and Schedule (25%), and Past Performance (20%), with cost considered during negotiations after technical ranking. Special requirements include compliance with conflict of interest laws, mandatory submission of a SCOOP form for subcontractors, strict confidentiality and data security protocols, prohibitions on unauthorized AI use involving Water Authority data, and certification against collusion.
