Oliver Ranch

Demae Rubins and Oliver Ranch, LLC have proposed a new Use Permit for the Oliver Ranch project located in Healdsburg, California. The proposal seeks authorization for various activities including daily invite-only tours of existing art installations for up to 50 visitors seven days a week from May through October, educational uses for up to 95 visitors five days a week, and up to 36 annual events for up to 150 people. Operational hours are set between 8:00 am and 9:00 pm for tours and educational activities, and between 11:00 am and 9:00 pm for larger events. To support these activities, the project will employ between 4 and 15 staff members depending on the scale of the use. Physical developments include the construction of new ADA-compliant pathways to access art installations, ADA-compliant parking, and a new 165-square-foot ADA-compliant restroom building. The project is being processed by Sonoma County under Permit Sonoma File No. UPE23-0014, with a proposed Mitigated Negative Declaration and Initial Study evaluating environmental impacts under CEQA. The study specifically addresses potential impacts on air quality and biological resources, while also noting potential fire evacuation concerns. Required authorizations from agencies such as the State Water Resources Control Board and the California Department of Fish and Wildlife are necessary for the project's progression. A public review period for the environmental documents is scheduled from late September through late October 2026, with a tentative public hearing set for November 5, 2026.
