ON-BOARD TRANSIT VIDEO SURVEILLANCE SYSTEM

The Central Midlands Regional Transit Authority (CMRTA), also known as The Comet, is soliciting competitive proposals for an On-Board Video Surveillance System (OVSS) solution for its public transit buses in South Carolina. The scope of work includes the acquisition of services, supplies, and equipment to implement a system featuring a detailed cloud hosting architecture with primary and backup failover regions. The solution must integrate with existing IT software and mobile data terminals while complying with CJIS, public records, and SMRTA security requirements. The contract is subject to various federal regulations, including FTA Circular 4220.1F, the Davis-Bacon Act for construction over 2,000 dollars, the Copeland Anti-Kickback Act, and Buy America certifications. Proposals must be submitted online by December 8, 2026, at 2:00 PM ET, with a strict separation between the technical and price proposals. The award will be granted to one responsive and responsible offeror based on an evaluation of technical specifications, installation schedules, and qualifications, with the final award scheduled for January 29, 2027. Cost proposals must be submitted as an all-inclusive Not to Exceed amount, where unit prices will govern over extended prices. Selected vendors must maintain cybersecurity insurance and adhere to strict data protection safeguards, including audit logs and patch management. All deliverables are subject to inspection and testing by The COMET, with the hardware warranty beginning only after written approval and project completion.
