On-Call and Emergency Street Sweeping Services

The County of Monterey is soliciting proposals for on-call and emergency street sweeping services across its unincorporated areas, requiring contractors to provide 24/7 availability with a maximum two-hour response time for emergency calls. Contractors must supply all equipment, labor, supervision, and materials needed to remove debris—including dirt, mud, silt, sand, paper, rocks, and leaves—from curb lines, medians, and gutters, while also ensuring legal disposal of all collected refuse. Performance must extend throughout specified locations such as Salinas, Monterey, Marina, Soledad, King City, and other areas extending beyond the San Luis Obispo County border. Contractors must submit a detailed equipment list, personnel qualifications, project references, and a pricing schedule, with at least 50% of the work to be performed by their own staff. A Local Business Declaration Form is required, and preference is given to businesses with at least 12 months of local presence, 51% local ownership, or 25% local workforce employment. Proposals must be submitted in four physical copies and one PDF on a USB drive by 3:00 p.m. Pacific Time on August 20, 2026, to the County’s specified address, with no email, fax, or postmarked submissions accepted. The award will be based on a trade-off evaluation, weighing project experience (up to 30 points), references (20 points), equipment and pricing (20 points), staff quality, familiarity with state and federal procedures, environmentally friendly practices, and local business status, with no award made solely on cost.
