On-Call Architectural Services

The City of Lawrence, Kansas, is soliciting Statements of Qualifications from architectural firms for an on-call services contract under an Indefinite Delivery Indefinite Quantity (IDIQ) master agreement. The contract features an initial three-year term ending December 31, 2029, with one optional two-year renewal extending through December 31, 2031. Services are provided on an as-needed basis, covering all phases from planning and design for city facility renovations and construction to full construction administration. For each specific project, the City and the selected consultant will agree upon a scope of work and cost via a signed Task Order. No minimum amount of work is guaranteed, and the City retains the right to engage other firms at its discretion. Award decisions are based on overall best value, evaluated through a points-based scoring system. Applicants must submit a comprehensive proposal including a project team list, execution methodology, past performance, and a schedule of hourly billing rates. Compliance requirements include adherence to the Americans with Disabilities Act, the Kansas Acts Against Discrimination, and Build America, Buy America for federally funded projects. Additionally, firms must maintain occurrence-based insurance and certify they are not debarred via the System for Award Management. Proposals must be submitted electronically through the OpenGov portal by November 17, 2026.
