On-Call Citywide Property Maintenance

The City of Havre de Grace is soliciting proposals for on-call citywide property maintenance services to be performed within municipal city limits. The selected contractor will provide all labor, materials, and equipment to execute tasks assigned by the Code Enforcement Officer and Permits Clerk on an as-needed basis. The scope of work is divided into six categories: boarding up and securing vacant structures, removing debris and noxious matters, cutting grass and removing clippings from vacant lots, trimming bushes and small trees, removing unsafe small structures like sheds or leaning fences, and removing snow and ice from private property sidewalks. Routine tasks must be completed within seven days of assignment, while emergency tasks follow an agreed-upon timeframe. All work must adhere to the International Property Maintenance Code and City Code Chapter 31. The contract is for an initial one-year term with the possibility of renewal for one additional year over three subsequent years. Awards will be based on the Best Value method, evaluating factors such as capability, cost, references, experience, and emergency response time. Qualified bidders must possess a valid Maryland Home Improvement Contractors license and provide evidence of General Liability, Equipment, Workers Compensation, and Errors and Omissions insurance. Proposals must be submitted electronically via the Beacon platform by November 17, 2026. Invoices are submitted in arrears within seven days of task completion, with typical payment terms of thirty days following successful inspection and approval of the work.
