On-Call Civil/Structural Bridge Design & Related Engineering Services for Planning & Public Works

Pierce County Planning and Public Works, through its Office of the County Engineer, is seeking qualified consulting engineering firms to provide on-call civil and structural bridge design services under solicitation 2026-RFQ-100. The selected firms will deliver comprehensive bridge engineering services including structural analysis, load ratings, construction plans, special provisions, cost estimates, and associated civil design work, all in compliance with AASHTO Bridge Design Specifications, the Manual for Bridge Evaluation, WSDOT’s Bridge Design Manual, Geotechnical Design Manual, Hydraulics Manual, and Standard Specifications for Road, Bridge, and Municipal Construction. The work may be funded by county, state, or federal sources, and all federally funded tasks must adhere to FHWA and WSDOT requirements, including those outlined in the Local Agency Guidelines. The contract is structured as a one-year base term with up to four one-year renewal options, creating a potential five-year term and an estimated total value ranging from $500,000 to $2,500,000. Proposals must be submitted electronically via the Pierce County eProcurement Portal no later than May 27, 2026, and must not exceed 20 pages for the qualifications portion, excluding covers, resumes, and required forms. Evaluation is based on a best-value trade-off methodology with no consideration of cost; the scoring is weighted toward experience and qualifications (40%), project approach and schedule feasibility (40%), capacity and availability (10%), past performance (5%), and accuracy and completeness of submissions (5%). Offerors must demonstrate team credentials, provide detailed resumes, identify MWVBE participation through an organizational chart, and disclose any litigation from the past three years. All deliverables become the exclusive property of Pierce County and enter the public domain, with no copyright claims permitted. Failure to comply with submission requirements, including the mandatory use of the county portal or omission of required disclosures such as UEI registration, will result in rejection. Insurance requirements, non-discrimination obligations under federal civil rights statutes, and the naming of Pierce County as an additional insured on subcontractor policies are mandatory. The contract prohibits standard deviations to the County’s template agreement, and oversight responsibilities reside with the County, with no designated COTR or COR named in the solicitation.
