On-Call Clear Path Sidewalk Project – Horizontal Concrete Saw Cutting And Shaving

This is an on-call, unit-price contract issued by the City of San Bruno for the horizontal saw cutting and shaving of vertical offsets in concrete sidewalks across various locations within the city. The work involves mechanically removing trip hazards ranging from 0.25 inches to 2.0 inches in height to create smooth, uniform, and ADA-compliant transitions. The contractor is responsible for executing all aspects of each work order, including labor, materials, equipment, traffic control, public notification, and site cleanup. The contract has an initial one-year term with the possibility of two one-year extensions, totaling up to three years, and work is initiated through individual Notices to Proceed or authorized work orders issued at the City’s discretion. No guaranteed volume or minimum workload is specified, and funding is subject to annual City Council appropriation. Bidders must submit a two-envelope proposal: Envelope A contains the bid proposal, bid security equal to 10% of the bid amount, subcontractor list, bidder registration, and a notarized non-collusion affidavit; Envelope B contains the Statement of Qualifications. Proposals must be physically delivered in sealed envelopes to the Office of the City Clerk by the deadline and cannot be submitted electronically. The contractor must hold a valid California Class “A” or “C-61/D-6” license, comply with prevailing wage laws, and register with the California Department of Industrial Relations. Upon award, the contractor is required to submit a performance bond and a labor and material payment bond within ten working days. The contract follows a Lowest Price Technically Acceptable (LPTA) award basis, where the lowest responsive and responsible bidder wins. Liquidated damages of $500 per working day apply for failure to complete work within the time specified in each work order. All work must conform to specified City standards, and substitutions for materials are permitted only with prior written approval.
