On-Call Construction Management Services

The Pioneer Valley Transit Authority (PVTA) is soliciting qualified firms to provide on-call construction management services for various facility improvement projects across Springfield, Northampton, Amherst, Holyoke, and Westfield. The scope of work encompasses bus and paratransit operating and maintenance facilities, administrative office buildings, and intermodal passenger facilities. Services include project management, construction inspection, field representation, cost estimating, and scheduling. The contract term is scheduled from January 1, 2027, through December 31, 2031, with work assigned via individual work orders. The procurement utilizes a Qualifications-Based Selection (QBS) process, where non-price proposals are evaluated first based on overall quality and responsiveness. Minimum qualifications require the nomination of two senior construction/project managers, two on-site clerks of works/field representatives, and one cost estimator/scheduler, each possessing at least 10 years of professional experience, or 7 years if licensed as an architect or professional engineer in Massachusetts. Proposals must be submitted by November 18, 2026, consisting of four bound non-price copies and one sealed cost proposal. Compliance requirements are extensive, including adherence to the Build America Buy America Act, the Fly America Act, and various civil rights and ADA regulations. The contractor must also comply with prevailing wage laws and maintain certified payroll records. Payment is strictly based on original invoices for costs already incurred, and the PVTA must obtain title to any property for which progress payments are made. Required submission documents include certifications for authority, eligibility, non-collusion, tax compliance, and public contractor debarment.
