Located at 386 Airport Street in Half Moon Bay, the bridge will span a wetland drainage area between a Big Wave parcel to the north and a County-owned parcel to the south to ensure pedestrian path continuity toward the Princeton area. The contract involves establishing a pool of qualified consultants to provide on-call services for the Sacramento Area Council of Governments (SACOG) to support the Capital Area Regional Tolling Authority (CARTA) in various service categories, with a primary focus on Traffic and Revenue Analysis. The initiative aims to create a flexible, three-year master contract framework, allowing CARTA to issue task orders for specific projects related to traffic and revenue studies, toll policy analysis, and related amendments. Up to two master contracts will be awarded under this solicitation, each with a maximum value of $1,000,000, and the total potential expenditure across all contracts is capped at $2,000,000. The process involves soliciting proposals based on best value, with subsequent task orders issued through informal qualifications-based requests, evaluated, ranked, and negotiated with the top-ranked firm. These task orders will be executed as amendments to the master contract, with costs determined by established wage rates and scope-specific requirements. The solicitation process is detailed, with key dates including the release of the RFQ on September 30, 2025, a deadline for questions on October 10, 2025, and a proposal submission deadline of November 7, 2025. The RFQ emphasizes qualifications and experience relevant to tolling and revenue analysis, and the contractual framework is supported by standard agreement templates outlining terms related to scope of work, performance standards, legal compliance, payment procedures, and termination rights. The overarching goal is to ensure CARTA has access to expert consulting services capable of supporting tolling operations, revenue management, and regional stakeholder engagement, with the flexibility to adapt to evolving project needs through a structured, competitive process.
